Phelan Park Enhancement
The Phelan Piñon Hills Community Services District (District) is soliciting bids for the Phelan Park Enhancement Project. The work will include park enhancements at the existing Phelan Community Park, including new concrete paths, parking lot improvements with ADA stalls, a new concrete vehicular ramp at the parking lot, a community garden area with a greenhouse and garden shed, two new pickleball courts with lighting, perimeter fencing, and planting and irrigation improvements. The park improvements are intended to enhance the level of service for the community and tie into the future park expansion and civic center improvements, which are both future improvement phases. This facility is at/near the intersection of Warbler Road and Sheep Creek Road, Phelan, California.
NOTICE IS GIVEN that sealed bids will be received by the Phelan Piñon Hills Community Services District (District), at its office located at 4176 Warbler Road Phelan, California, until April 8, 2025, 3:00 p.m., for furnishing the work described in the contract documents. Bids will then and there be publicly opened and read aloud. Bids received after the time announced for the opening will not be considered. The contract documents may be examined at the office of the District.
The work will include park enhancements at the existing Phelan Community Park, including new concrete paths, parking lot improvements with ADA stalls, a new concrete vehicular ramp at the parking lot, a community garden area with a greenhouse and garden shed, two new pickleball courts with lighting, perimeter fencing, and planting and irrigation improvements. The park improvements are intended to enhance the level of service for the community and tie into the future park expansion and civic center improvements, which are both future improvement phases.
This Project is funded in part with the federal assistance in the form of a grant issued pursuant to the AMERICAN RESCUE PLAN ACT (ARPA), as such, Contractor acknowledges and agrees to be bound by the additional federal terms and conditions, including but not limited to those contained within these Special Provisions and the Project Manual. Pursuant to 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60, during the performance of this contract, the contractor agrees to all such federal funding requirements. Refer to Section 5.G of the Special Provisions for additional requirements. This grant contract will be administered by the County of San Bernardino.
This Project is also funded in part by State of California, Department of Parks and Recreation 2018 Parks Bond Act Per Capita Grant Program (Per Capita Grant) funds. Refer to Section 5.G of the Special Provisions for additional requirements.
Bidders are advised that the successful Bidder shall comply with all of the above grant agency funding requirements as part of execution of the Work.
Engineer's Estimate: $900,000
A non-mandatory pre-bid meeting will be held at the date and time stated in Article 15 of the Instructions to Bidders.
Sets of plans and contract documents may be downloaded on this webpage. Hard copies of the Bid Documents will not be made available by the District. This provision supersedes Section 3-7.1 of the General Conditions which indicates the District will provide sets of specifications and drawings. Bidders must notify the District via email, of Bidder's intent to submit a Bid, so that Bidder's contact information will be placed on the planholders' list, for dissemination of updates and addenda related to these Bid Documents.
The District may reject bids and waive irregularities or informalities in any of the bids. Each bid shall be submitted only on the prescribed bid form included with the contract documents.
The successful bidder is required to possess a valid Class A General Engineering License, and in conjunction with Subcontractor(s), bidder must also possess a valid C-10 (Electrical) and C27 (Landscaping) contractor's license.
The successful bidder is required to pay prevailing wages as determined by the Division of Industrial Relations. A copy of the Division's wage determinations is available for inspection at the District's office. In all respects the successful bidder shall comply with requirements of law pertaining to public work contracts.

***Bids to be received at Phelan Pinon Hills Community Services District Office located at 4176 Warbler Road, Phelan, CA 92371. Bidders are fully responsible for ensuring bids are delivered to the correct location and within the specified date and time .

Bids shall be made upon the form of bid furnished by the District and are a part of the contract documents. Bids shall be properly executed and with all items filled in; the signatures of persons signing shall be in longhand. Erasures, inter-lineation or other corrections shall be authenticated by affixing in the margin immediately opposite the correction, the initials of a person signing the bid. If the unit price and the total amount named by a bidder for an item are not in agreement, the unit price alone shall be considered as representing the bidder's intention, and the total shall be corrected to conform.
Persons bidding may submit bids on any of the schedules set forth in the bid form. Bids shall not contain recapitulation of the work to be done. Alternative bids will not be considered except as called for. No oral, telegraphic or telephonic bids or modifications will be considered.
Before submitting a bid, bidders shall carefully examine all contract documents, shall visit the site of the work, shall fully inform themselves as to all the existing conditions and limitations, and shall include in the bid a sum to cover the cost of all items included in the contract. No allowance will be made because of lack of such examination or knowledge. Bid prices shall include all applicable federal, state, and local taxes.
The original bid and two additional copies shall be sealed in an envelope marded BID FOR Phelan Park Enhancement Project, address to Mr. George Cardenas, Engineering Manager, and be delivered thereto on or before the day and hour set for the opening of bids in the Notice Inviting Sealed Bids, and shall bear the name of the bidder. It is the SOLE responsibility of the bidder to see that his bid is delivered and received in proper time. Any bid received after that scheduled closing time for receipt of bids shall be returned to the bidder unopened.
The District shall have a period of 30 days after the opening of bids within which to accept or reject the bids.
